Job Title: EEO Counselor (Onsite in Washington, DC)

Provide scalable EEO services for counseling, accept/dismiss letter drafting, and EEO complaint investigations for Employment Conflict Resolution (ECR). The services may relate to EEO informal and formal complaints arising within a federal agency. The EEO Counselor would conduct pre-complaint/informal complaint counseling, preparation of counselor's reports, notices of right to file, and formal compliant counseling as well as drafting accept/dismiss letters. Each investigation would include preparation and submission of investigative plans, investigation of the accepted issues, and submissions of draft and final Reports of Investigation (ROI).

Job Duties

• Assignment Assignment completed within two (2) business days of receipt of the case. The EEO Counselor shall contact the aggrieved party to schedule the initial interview. 
• Informal Counseling  Identify and articulate each claim (alleged injury to aggrieved) without fragmentation, the basis(es) of each claim, the alleged discriminating individuals, and the applicable legal theory(ies) being raised in the Pre-Complaint. Conduct a limited inquiry and gather documentation necessary to make a reasoned jurisdictional determination under 29 C.F.R § 1614.107, including but not limited to: date of initial EEO contact, initial interview, and final interview; date of most recent alleged discriminatory incident; date(s) of each claim involving a discrete act; and reasons for delayed EEO contact for each discrete act where applicable. Provide the aggrieved party with a written Notice of Right to File a formal complaint (NRTF) within the applicable timeframe as prescribed by 29 C.F.R. § 1614.105(d)-(e).
• Counselor's Report  Complete a Counselor's Report in accordance with the format outlined in 29 C.F.R. §1614 and MD 110, Chapter 2 for each case counseled. The Report shall include a chronology of counseling activity, articulate the nature of the matters raised during counseling, frame the basis(es) of the alleged discrimination, identify applicable legal theories and remedies requested, and contain all paperwork gathered during the counseling process. A draft Counselor's Report shall be provided within three (3) calendar days following the final interview with the aggrieved individual. 

Minimum Qualifications

• Bachelor's Degree
• Certified as a Federal EEO Counselor by having completed the required thirty-two (32) hours of EEO Counselor training
• 3+ years of experience providing EEO Counselor training
• 3+ years of experience providing EEO Counselor duties for the federal government, with at least 30 counseling assignments within the last two (2) years
• In addition to the initial training requirements for all new EEO Counselors, completion of the at least eight (8) hours of continuing EEO Counselor training every fiscal year all EEO Counselors are required to receive
