The County Health Department is accepting applications to fill one (1) full-time Branch Chief of Information and Technology position located in Santa Barbara . The classification title is Information Technology & Business Systems Manager III . This position is at-will and exempt from Civil Service protections.

Vacation: 12 to 25 days per year depending on tenure

THE POSITION :
Under direction, leads a comprehensive technology or business systems unit within a large County department, overseeing areas such as IT operations, security, GIS, health records, databases, application development, support services, enterprise resource planning, network design, cloud management, and system migrations. Responsibilities include strategic planning, staff supervision, project management, budget oversight, and collaboration with stakeholders. The role requires a leader capable of managing complex, department-wide technology initiatives and aligning them with organizational goals.
DISTINGUISHING CHARACTERISTICS:
This is the highest managerial level in the IT & Business Systems Management job family, overseeing multiple programs or a division with significant budget and strategic impact. Incumbents establish objectives, exercise discretion in problem-solving, and influence department-wide technology strategies.
SUPERVISION RECEIVED AND EXERCISED:
Reports to an executive. Supervises managers and technical staff, exercising both direct and indirect oversight. Responsible for staff development, performance evaluations, and administrative leadership.
Participates in management planning and department coordination.
Sets priorities and operational goals for the division.
Develops and evaluates technology services, ensuring alignment with strategic objectives.
Provides operational management and technical direction across multiple IT domains.
Oversees enterprise projects, budgets, and contracts.
Prepares reports, grants, and presentations; represents the department externally.
Supervises staff, manages performance, and promotes professional development.
Coordinates with public and internal stakeholders, representing the County as needed.
Performs other duties as assigned.
Education and Experience
Equivalent to a bachelor's degree in computer science, information technology, or related field, plus at least seven (7) years of progressively responsible IT experience, including three (3) years in a supervisory or managerial role.
Licenses and Certificates
A valid California driver’s license and insurability may be required.
Knowledge of:
Principles and practices of public sector IT management, including security, GIS, databases, application support, network design, cloud services, and system migrations.
Public administration and program management principles.
Personnel management, fiscal management, procurement, and contract administration.
Legal and regulatory standards applicable to public IT services.
Ability to:
Manage complex IT operations and strategic initiatives.
Lead and develop staff, manage budgets, and oversee projects.
Communicate effectively with diverse audiences.
Establish and maintain effective working relationships.
