Job Description and Duties

Under the direction of the Office Chief of Training Services (OTS), a Staff Services Manager II (Supervisor), the incumbent, a Staff Services Manager I (Supervisor), serves as a functional manager of the Compliance and Planning (C&P) Branch. The C&P Branch supports training compliance of all mandated and job required trainings for the 2070 Program and planning and coordination of trainings administered by the 2070 training program. The branch curates reports to showcase compliance that are distributed to senior and executive leadership. The incumbent is also responsible for ensuring successful outcomes in meeting the OTS' annual performance targets.

Working Conditions

Position located at 1120 N Street, Sacramento, Sacramento County.

This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans’s evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee’s designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Special Requirements

• Statement of qualifications (SOQ) required.

The SOQ is a narrative of the education, training, skills, and experience that best qualify a candidate for the position. The SOQ also serves as documentation of the candidate's ability to present information clearly and concisely in writing.

The SOQ must be no more than two (2) pages in length and must address the following questions in the same order as listed below.

Your SOQ must address the following:

1. Describe your experience with leading or supervising projects, teams, or people.
2. What is your experience with the use and administration of a learning management system? Describe how you overcome system obstacles to obtain accurate data and report it to senior management.
3. Describe your experience in identifying skill or performance gaps within a team or organization. What strategies or initiatives (such as training, coaching, process improvements, or other interventions) did you use to address those gaps? How did you collaborate with stakeholders to develop and implement your approach?
